Dear Harris,
Lowder whom we are very sorry to have lost told
me that you are to be his successor. Needless to say that you, an old friend, will be very welcome.
I was about to move in the matter of the
negotiation of the Customs Convention and had some private and
quite unofficial conversation with Lowder on the subject of its
provisions and of possible extensions of the same.
Now this wretched rebellion has supervened and
it is obviously impossible to discuss with the Chinese Goverment
any formal agreement. But I am in hopes that arrangements might be made with the Inspector-General of Customs to give effect to
Article II.
In return for this concession I am prepared to legislate at once for the dontrol and taxing of salt in accordance
with Article II of the draft convention as amended in accordance
with the enclosed draft addition. This will be a troublesome
business, costing the Colony additional staff, but I am prepared to undertake it. It would immensely benefit the Chinese reveme
from salt.
I would suggest that before coming South it would be helpful if you were to go to Peking and discuss this proposal with the Inspector-General.
